SNC-Lavalin Canada, the Canadian Executing Agency (CEA) assigned
by Canadian International Development Agency (CIDA), has been managing
the Project in Nepal. The SNC-Lavalin, being the CEA, has primary
contractual responsibilities for managing and implementing the
project and is accountable to CIDA for the achievement of project
results.

Ministry of Local Development (MLD) |
| |
MLD has been assigned by Government of Nepal (GON)
as the lead agency in Nepal accountable for the implementation
of the project. The MLD through its National Project Director (NPD,
Joint Secretary or designate), who is the member of Project Management
Committee (PMC) ensures that the project remains consistent with
overall policies and priorities of GON. The Secretary of the
MLD chairs the Project Advisory Committee (PAC) together with MoPE now MEST
Secretary.

Ministry of Population and Environment
(MoPE now MEST) |

The MoPE now MEST provides the overall policy and regulatory framework
for environmental management in Nepal. The project is designed
to promote dissemination of central level policies and regulations
with respect to environmental management which largely originate
from MoPE now MEST. As such their active participation in support of this
project is viewed as essential to success and sustainability. As
the national coordination agency on matters relating to environmental
policy and legislation, MoPE now MEST provides a senior officials (Joint
Secretary or designate) as a member of Project Management Committee
(PMC). The Secretary of the MoPE now MEST chairs the Project Advisory Committee
(PAC) together with MLD Secretary.

Note:
In the mid April 2005, government of Nepal has merged the Ministry of Population
and Environment (MoPE) into two different ministries - Ministry of Health (population
component) and Ministry of Science and Technology (environment component).
After the organizational adjustments, the existing Ministry of Science and
Technology became the Ministry of Environment, Science -Technology (MEST).
Since then, as MoPE does not exist as separate ministry, the concerned ministry
for environmental policies and the related matters is the MEST.
